Neither of these seem like a good convention to me, considering we may
have dozens/hundreds of these in the future.
I guess my suggestion remains just "lua" for the prefix for packages
that run with luatex.

Names are hard.
it all depends on how well the variables in texmf.cnf are defined, i.e.
macro package specific namespaces; *inputenc in probably only used in
latex but *mplib is more generic; in any case i wouldn't count too much
on names being unique (for context we have a rather rigourous scheme so
i don't expect too many clashes there within the context texmf.cnf
namespace)
btw, .sty is rather unique for latex so that creates a kind of
namespace; so maybe blabla.sty should then use blabla.stl or so
