Interesting... Is there a simple way to test TeXLive 2013? I'll update
babel to the latest version, I guess it will be enough for the error to
be raised...

If I hit "r" at this point to enter nonstop mode, LuaLaTeX will
actually finish the compilation without further error messages.
However, it would be better not to encounter this error in the first
place, right?

it is the same with TL2012 when using the latest luatex
from TLContrib and your updated files.
