I finally got around to install the Win32 version of Texlive through Wine. In the cmd shell, luaotfload-tool --help correctly displays the long message while mkluatexfontdb --help gives the compatibility one. The cache paths are resolved correctly as well, so there’s nothing wrong with the script as such, and forcing the “--alias” should be unnecessary. So, yes, if you run luaotfload-tool --help and don’t get the complete message, then this needs fixing on the Miktex side. The script only accepts “mkluatexfontdb” as an alias so we don’t break existing scripts.
