Running 1.1a here and don't see it, but I'm on linux...let me guess,
you're on Windows?
Mozilla gets detected as Netscape 5, which the javascript on that page
sees ONLY ON WINDOWS, not on "X11" (linux and other UNIXes).
I bet it would work just fine if you spoofed your useragent. See
http://bugzilla.mozilla.org/show_bug.cgi?id=46029 for info regarding a
UI for this, and vote for it if you fell strongly. Of course this isn't
a real solution, but hey, IE still says "Mozilla, Compatible" in it from
when they were the little guy in town. Unfortunately, this is why the
user-agent is largely useless at a bunch of sites as they use javascript
"features" to see what browser you're running (what's supported, what
isn't, etc).

There should be a big green oval button that says "Request Access" on that
page. That button shows up in my Netscape 4.74, but not my Mozilla 1.0
RC2,
and I'm trying to figure that one out.
