The old class based system was thrown out the window a while back. 24.0.0.0/8 (CIDR notation, means a 255.0.0.0 netmask, 8 binary 1s) is the allocation to ARIN for cable modems. RR owns a couple blocks of that (here we have a /23).
Querying whois.arin.net for the IP will probably yield bunches of juicy info.
