Maybe you could change it to Opensource Education Foundation Hawaii and leave room to create additional chapters nation wide like Opensource Education Foundation San Francisco, etc.  You may loose a little control over the name but the same time the risks would be minimal compared to the unique opportunity for a large network support of Opensource advocates and more political clout.

I'm in favor of something along the lines of:

Hawaii Open Source Education Foundation

I personally feel that "Technology" isn't as important as the other aspects
of the name, and the name is a bit long.  The "The" isn't really needed
either.
