Experimental options and Advanced router don't help.
 
Screen capture on http://www.linux-sxs.org/config243/24net.html indicates that "Kernel/User netlink socket" is a non-experimental option that comes (came?) at least with XCONFIG 2.4.3.
 
Maybe it got lost by 2.4.18-3 and 2.4.20.

It's probably an experimental option.  Make sure you answer yes to 
CONFIG_EXPERIMENTAL, you may also need advanced router.
