Red Hat 8.0?  You may have hit the rpm lockup bug.

Kill -9 all running rpm, rpmqa or rpm* processes and
rm -f /var/lib/rpm/__*

Install rpm* and popt* from here:
http://psyche.mplug.org/apt/RPMS.updates/

rpm should then be more reliable and up2date should work without any problems.
