Attached is the announcement about the rpm-4.1.1 test release for Red Hat 7.3 and 8.0. It appears from this announcement that it is probably safe to use. (Or at least much safer to test rather than attempting to upgrade rpm manually.)

I've just put test releases for rpm-4.2 and rpm-4.1.1 at
        ftp://ftp.rpm.org/pub/rpm/test-4.2
and
        ftp://ftp.rpm.org/pub/rpm/test-4.1.1

rpm-4.2 packages were compiled for the latest distro.

rpm-4.1.1 packages were compiled on Red Hat 8.0 and 7.3.

Note: rpm-4.1.1 is the same code base as rpm-4.2 with
        a) Berkeley db-4.1.25 built without --enable-posixmutexes
        (i.e. no NPTL locks)
        b) internal dependency generator disabled in configuration.
        c) a couple of symbols necessary for drop in ABI compatibility
        on Red Hat 8.0 included.
        d) identical sonames to rpm-4.1 on Red Hat 8.0.
        e) a few bleeding edge pyhton modules left out
and possibly a few other details that I'm forgetting.

rpm-4.2 is the next release of rpm.

The goal of rpm-4.1.1 is drop-in ABI compatible errata package(s) that
fix the missed SIGCHLD/SIGPIPE problems(s), and has functioning --relocate.

I'd be interested in hearing bug reports, at http://bugzilla.redhat.com please.
