What was upsetting was that it tricked us into thinking it was a free workshop or event which didn't have a price tag.
What could have been done is that he should have emphasized that it wasn't free and that the message was OT instead. Then it was sent again meaning which to me is spam. How many more times will he have to send it before we declare something like that as spam? Just my opinion and no one else.
