According to your configuration's comments chroot is enabled by default. Chroot changes the root (/) to another location for that user and is ment to secure the process. Read the comments/man page where chroot is mentioned to change this or enable root and use that. | I also cannot log in from another box. I suspect due to an enabled firewall? when you first set up your box you were given firewall options. run "lokkit" as root to go there again and enable ftp or disable the firewall, whatever.
