Without modification, Federal Core already provides very good localized
environment for both traditional and simplified Chinese. However,
independent efforts have made Federal Core an even better system.
The following URL describes steps to modify Federal Core 1 for a big_5
(traditional Chinese) system:

Please try to look at some of the screenshots. If you know the
language, it is very difficult not to be impressed.
(BTW, does anyone know any similar efforts with the Japanese locale?)
