[LUAU] FTP Improvements

Let it be known that Vince has done some exceptional work with our FTP 
mirror.  We are now running lighttpd.

After several hardware failures, our mirror is getting whipped into 
shape.  We should all be grateful.  Last time I checked, it cost me 
nothing to reap all these benefits from Volunteers and Free and Open 
Source Software.
