Any such transition will take time, those that are using XP have either
painted themselves in a corner technologically or are very conservative
or both.

Also, migrations take place in multiple stages, not all at once.  First
there is evaluation then a proof-of-concept run.  Then there are some
pilot projects that may or may not be rolled back.  Finally, a phased
rollout one department or group at a time.  Maybe there are other steps
in between.

The time scale we are talking about is measured in quarters, so one
possible scenario would be to start the process with 13.04 or 13.10 and
ride it up to 14.04 and then stay with 14.04 for 5 years.  If they start
only with 14.04, then they effectively lose a year of support while they
fiddle with the steps above.

Certainly some of the apps, like Firefox and LibreOffice, can be started
with immediately.
