AFAIK, #ubuntu on irc.ubuntu.com is the same as the one on #ubuntu at 
irc.freenode.net. I would vote for having #lubuntu on freenode. If it is 
useful, we could get #lubuntu-devel as well. Incidentally, I also notice that a 
lot of people enter #lxde @freenode, but often then not, many people there are 
not knowledgable enough to answer, or nobody responds due to the lack of active 
people. So having a stronger presence on freenode could be beneficial for LXDE.

I don't have much experience in Open Source Projects like many here, but would 
like to suggest that though we may need to be stringent about who gets to do 
actual development, we should also ensure that there are channels (eg 
documentation, faq) conducive to build up the less experienced contributors. 

I look forward to more inputs from the rest of the Lubuntu team.
