It's an old story :) At the beginning of the project, some people didn't want to have a separate team which control the bzr branches for the packages. So far, we didn't have any problem with this, so we kept this location. You can commit small fixes directly. Just don't forget to document it on debian/changelog (but I'm sure you will :)), keep the UNRELEASED for distribution, and use debcommit for commit. If it's bigger changes, you can branch the tree, and do a merge proposal to discuss the change.
