Doing minor releases could be a good idea, since many components didn't have a real release recently. Initially, all components releases was independent, so all maintainers was free to manage their releases and their development as they wish. I like this idea, but without maintainers, the consequence is a too long time without release. I can help to do the job of release manager for some of components. Martin Bagge / brother done also some work for this, but he needs upload rights for tarballs.
