Why are you asking that? Lubuntu is not about to start shipping USC by default. Nor is Lubuntu about to remove synaptic. People with minimal spec Lubuntu machines should install Lubuntu on them, and not Ubuntu. So people with low spec machines will never see or use USC, they will see and use synaptic. Just as they do now. This is a non-issue for Lubuntu, as far as I can see.
