This bug report is specific to Ubuntu, not Lubuntu. However, setting the proxy settings is an old feature request. You can use lxproxy (see https://launchpad.net/lxproxy) or report a bug for inclusion by following this https://wiki.ubuntu.com/Lubuntu/ReportingBugs#Request_for_adding_a_new_program_or_a_new_package
