Good question, see Bug #1017207 at https://bugs.launchpad.net/bugs/1017207 so ... probably :) I suggest that you put your hardware profile(s) anywhere that is reasonably permanent, as well as in the official Launchpad hwdb. Until this bug is dealt with, it probably pays to do both. Hopefully no-one is putting hardware profiles on pastebin...
