to answer my own question: 16.04.

it's in the repos. one can install it. but it's not default.

my concern is not that the DE requires init, but my concern is dealing
with two major changes in Lubuntu at once. clearly this is moot given
it comes in 16.04, but it's a big change to look forward to.
