The run dialog usually used in Lubuntu is part of lxpanel.  You can
bring it up using the command

  /usr/bin/lxpanelctl run

(which is what the default openbox config file does when you press
Alt-F2 or Windows-R, for example).

Our menus are defined in XML files, I think you want the one at

  /usr/share/lubuntu/openbox/menu.xml

which gets included by each user's

  ~/.config/openbox/lubuntu-rc.xml

for the Lubuntu defaults... but I don't see the Run menu entry in there,
so that entry may be added by code in lxpanel, and not configurable in
the same way that application menu entries are?
