Hi Andrew, you can do so for any application, including Firefox, by editing
~/.config/openbox/lubuntu-rc.xml. This code:
<application role="browser">
<maximized>true</maximized>
<decor>no</decor>
</application>
when placed in the "applications" section of lubuntu-rc.xml will do what
you want for *all* browsers. (Chromium/Chrome can be set (within the
browser's own settings to use the same space as the tabs row).)

which, despite the title, deals with editing lubuntu-rc.xml and the use of
xprop to get the right terms.
You may already have done what I'm about to suggest, but there are
(currently) ways to reduce Firefox's "chrome" using css and the "customize"
option with Firefox. If you wish to discuss this apect, I'd be only to
happy to go into details :)
