Which package does /etc/modules belong to? I've tried looking with dpkg
and not gotten a result:

     $ dpkg -S /etc/modules
     dpkg-query: no path found matching pattern /etc/modules

Same for the online package database:

No luck.

I suppose it is the kernel
http://manpages.ubuntu.com/manpages/trusty/man5/modules.5.html
but I could be wrong. It may be that each on has a listing....
what specifically is the issue?
This bug could use a little more info and maybe be assigned to the right
package:

Ah, I see... maybe this is what Johnny Izzo is experiencing as well...
I have never used a mobile hotspot dongle, as I am fortunate enough to have internet service available where I live. That seems like something that the lead developers should look into. However I am certain they deserve a good holiday for their efforts working so hard down to the line. I am not extremely familiar with the kernel, or modules that are loaded into the kernel. But if Kubuntu automatically loads them, but Lubuntu doesn't, I do think that would be a bug against something more specific to Lubuntu. Does the same issue happen with a gnome-based distro (or other distro using nm-applet... as KDE uses a different one)? If the same thing happens in XFCE/Unity/Gnome/MATE/etc... then the bug is most likely pointing to the right problem area (the gnome network manager), but it could probably be narrowed down further, to determine what package the problem is in (which one doesn't install/load all the right kernel models?)
