This issue is not happening with Ubuntu GNOME 14.04 LTS.
Right after the installation, switching between the keyboard layouts works by default.

Have not tried Xubuntu 14.04 LTS by default yet.

The only flavors I'm dealing with are:
Ubuntu GNOME
Xubuntu
and Lubuntu
