I found a solution by making a configuration change under language
support. When I change the keyboard input method from IBUS to none, it seems
to resolve the issue.
That eliminates the concern with the video issue that John suggested:
https://code.google.com/p/chromium/issues/detail?id=445768
That bug that Brendan mentioned:
https://bugs.launchpad.net/ubuntu/+source/chromium-browser/+bug/1307648
is now marked as fix released. I confirmed with 39.0.2171.65 you
should have no issues. Please reopen the bug if you still have issues
with this version.

John did mention this, though:
https://code.google.com/p/chromium/issues/detail?id=360388
which makes me concerned that I might be wrong. So please test and
report back. Thanks!

Under 14.04.1 32-bit desktop and the current version (39.0.x) of Chrome, I'm not seeing the keyboard bug on two different machines I just tested. Both run whatever the default configuration is for IBUS, and on US layout PS/2 keyboards.
