Interesting info, but I don't have a Belkin router, just a Belkin wireless 
adapter.
 
For the AT&T U-verse router, its address is 192.168.1.254,
its router control panel is 192.168.1.254,
and its DHCP assigns addresses in the range 192.168.1.x.
 
When I look at Dell 8200 desktop running Lubuntu 14.04,
it says DNS host is 127.0.1.1.
After I translated AT&T property names to Ubuntu property names
the Netgear WNA3100M wireless adapter connected to the AT&T router.

Your Belkin n300 router defaults to 192.168.2.1 for your local area network. 
http://www.belkin.com/us/support-article?articleNum=8117 This should also be 
the DHCP address and DNS address on your local network (including your wi-fi 
connections). You should be  able to plug a computer into the router  using 
RJ-45, run a browser, and access the router control panel at 192.168.2.1.  DHCP 
should be enabled in the router and the computers. If it is not, you may have 
to manually assign the computer an ip address in the 192.168.2.x range, After 
that you should be able to connect usb-wifi computer as described in attached 
pdf. All your computers, including wifi connections, should receive ip 
addresses in 102.168.2.x range. Typing ipconfig /release and ipconfig /renew at 
a dos prompt, should resolve many ip address problems. Once you have confirmed 
everything works, you can start chasing any remaining linux issues.
