You have taught me something now. It works!
I happened to have a xenial mini system (text only), where I had
attempted to get Swedish. It was only partly successful. For example the
header line is in Swedish, but the keyboard is, well, was :-) in US English.
I could make it Swedish with the command
sudo loadkeys se
but it did not survive reboots.
Your method with
sudo dpkg-reconfigure keyboard-configuration
(and using the text-based menus) changed the current keyboard, and it
survives reboots :-)
I checked and the values are stored in the file
/etc/default/keyboard
-o-
Finally, remember that it also works to use Lubuntu's menu option to
install a language.
1. In the live session before starting the installer (ubiquity)
2. In the installed system after reboot
But not while the installer (ubiquity) is running.

go for |sudo nano /etc/default/keyboard| there you can change your
keyboard settings.
Find the line :

You can change |layout| and |kboptions| as well as your |model| and the
|kbvariant|.
This works and persists after a reboot

Maybe you should include it in the release notes. (I think it

The keyboard is still installed as US-English even if Swedish is
selected during the installation
This bug is reported from a system installed from Lubuntu Xenial
alternate i386, but the corresponding desktop version is also
affected.
It is a rather new bug, that seems to have appeared at about the
same
time as the big problems with starting Ubiquity.
Selecting another language in the installer looks the same in the
alternate installer. But it looks different in the desktop
installer.
The locale is not pre-selected, you click on the world map, and
you are
asked if the selected keyboard is correct. The following window with
alternative keyboards is empty. But that would be OK, if the
installer
would do, what it promises.
After installation a lot of text is in the selected language,
Swedish in
my case, for example the pulldown menus in lxterminal. But when
I type,
the US English keyboard is still there. I have to run
setxkbmap se

Please install Lubuntu Xenial beta1 and try another language. Click
'affects me too' if you have a similar problem with some other
non-English language.
