Thank you Liam, it worked!
For switching the input languages, I kept struggling with fcitx. it turns out 
the correct keystroke to set was Activate Input Method.

As for gnome-language-selector, I tried reconfigure my locales ( > 
dpkg-reconfigure locales), update them ( > update-locales ) and then 
restarting. It worked again.

It is sadly rather harder in Lubuntu than in mainstream Ubuntu -- and
that is harder today than 2-3 years ago, because GNOME 3 has removed
the functionality from its keyboard preferences.
