Since your "whatever" seems to include illegal things, it's highly unlikely you 
will find a hosted service that will let that slide.

In that case, creating your own server would be best. If you mean packaged 
software, as in deb files, use reprepo to help create the structure and then 
just point your favorite web server at it. If you mean source code, there's 
GitLab (the software, not the hosted service).

If you have legal things, you could use Launchpad for both. Every user can 
create bzr or git repos for code and can create PPAs for debs.

If that doesn't answer your question, maybe giving some background on what 
you're trying to accomplish might help.
