I can take the same iso file and flash drive, reboot this Acer into
Linuxmint 18.3 Cinnamon, and it works just fine.
So, I'm just wondering if there's something I'm doing wrong here in
Lubuntu? Or, is something else wrong?

I think the proper way to do that, is from the menu, select System
Tools, and from the additional menu that appears, select Startup Disk
Creator.
Then follow the instructions from there (you'll have to specify the ISO
you're reading, and the USB drive you're creating).
