1.3 RC3?

I think it's probably time for a 1.3 RC3 release.  Hopefully this will 
be followed shortly by 1.3 final.

Any objections to an RC3 in the next day or so?

Also, this will be easier if developers update the CHANGES.txt file with 
changes they've made since RC2 so that I don't have to reconstruct these 
from commit messages.  This needn't have an entry for every commit, but 
it should mention all significant additions and bug fixes.
