There is a bug open for this already at: http://issues.apache.org/bugzilla/show_bug.cgi?id=18927
Once you have created the diff or tar or zip, go to that bug and use the "Create a new attachment" link to add the diffs to the bug. Also, prefix the summary field with the text [PATCH] so the committers know there is a patch available for that bug.
