Numerous IDE tools in Windows environment provide a possibility to create a Windows Service starting from Delphi ( COM interop is required ) and probably the most natural choice would be C# and Visual Studio. It is up to you how to organize calls to Lucene inside your Windows Service. You may use RemoteSearchable or Distributed in your Windows Service , but there is no direct relation to my knowledge.
