* debian/control:
+ Update build-deps for -cil-dev transition, cli policy 0.7.
+ Bump Standards-Version to 3.8.4. No changes needed.
* debian/rules:
+ Pass MAUTIL=/bin/true through to configure. The docklets have *never*
required a working mautil. Hit my upstream hat with a cluebat.
