Eigentlich sollten die Module geladen werden, lange bevor die
Netzwerkkonfig überhaupt gestartet wird. Zumindest bei Debian:

# <sort> <off-> <on-levels> <command>
20 - S /etc/init.d/module-init-tools
35 - 0,6 /etc/init.d/networking
