This is an option enabled with mutt.All you need to do is 
specify where your addressbook/alias-file will be located.

Why create a .muttrc file for users when not all users will use mutt.

Yes. /var/mail already exists. ~/Mail is created if you choose to move your mail 
from /var/mail to your home directory.
 
You can convert your existing Pine addressbook using the pine2mutt script which can 
be found at http://www.michnet.de/mutt/files/pine2mutt-0.2
or you can use the version at 
http://www.netmeister.org/apps/pine2mutt/index-2.html#ss2.1
