Since Luiz Inacio Lula da Silva of the left-wing Workers' Party (PT) took office as Brazil's president in January, the government has been very clear about its bias towards open source software. Members of PT argue that the country pays US$1.2 billion per year in royalties and licenses to use proprietary software and that open source would allow transference of programming know-how to Brazil. With the Legislative Free Software Week, the government seems to be starting to take practical actions towards Linux and open source................................

Pinheiro says that the House of Representatives decided not to renew licenses for Microsoft Corp.'s Office suite, which would cost around $1.3 million, according to the congressman, and is studying free software alternatives. The e-mail system of the House of Representatives is being replaced by freeware and other open-source applications could follow soon...................................
