Hi all.

I was just thinking about this, in a broader perspective. For many of our
Ugandan ISPs, uplink has never been an issue; most ISPs operate their own
uplink. However, in some less de-regulated countries in Africa, uplink is
still being provided by the ILEC (who, in some countries, is also the
regulator). Many of the ISPs don't like this.

But, the question is - is it that each ISP deserves its own uplink service,
or that the uplink service from the ILECs is not good enough?
