I don't know whether the "them" refers to EACOSS or to the courses. If it refers to EACOSS (http://www.eacoss.org), it is a newly opened organisation that is fully dedicated to the spread of OSS within the East African community (hence the name EACOSS). However as many of us are well aware, without a skilled enough workforce in the RIGHT NUMBERS, this may not be an easy target to hit. So for that matter training has ended up being of paramount importance in EACOSS' activities and taking center stage. Of course also other avenues of making sure that OSS takes root within the region are being explored. If it refers to the courses, there are two courses currently on offer at EACOSS, namely Basic System Administration (EAC 103) which is both a day and evening program and Complete Networking and System Administration using Linux based Systems (EAC102) which initially is going to be a 5 day fulltime intensive course to be offered by a Linux expert from the Netherlands.
