There are many spin-offs of IE which have tabs e.g Maxthon, Avant.. It is confirmed that tabbed browsing will be introduced in IE7 which is coming out later this year or early next year. The catch is you have to be running Windows XP SP2 or better, or WindowsServer 2003. It will also have IDN support which Firefox disabled early this year due to phising issues.
