Well, the best way to test this is to ping/trace to a box sitting on the 
provider's network (not requiring external connectivity), or better yet, 
download a page/file from a web or FTP server on their LAN.

Typically, backhaul capacity between basestations via microwave is an E-1 
(about 2Mbps), also depending on whether there are any mux'es at the station, 
and if so, how many.

However, if there's congestion, additional capacity is added. In fact, now 
that some GSM operators are fibring up major towns, running fibre between the 
base stations should solve backhaul capacity issues.
