1. You could try their websites for contact info.

2. Some of them have "feedback" options on their websites. Because you may have the right contact addresses but your mail probably bounces or does not reach (which is why you are contacting them in the first place).

3. You could query an abuse (http://www.abuse.net/lookup.phtml) database for contacts of a particular domain if it is listed.

4. You could query the RIPE whois database (http://www.ripencc.org/whois) for contacts of an IP block. Not sure if Afrinic has something similar. Ernest?

5. You could query the whois info for a particular domain from the domain registry (eg http://registry.co.ug/whois/index.html for .UG domains or http://www.networksolutions.com/en_US/whois/index.jhtml for other domains or something similar).

6. Lastly in UG, you can always call a friend who has a friend who knows someone who is a friend to one of the admins. :-)
