It sort of like Download Accelerator. It's designed mostly for contention-based access solutions, e.g., dial-up, broadband, cable, wireless, e.t.c. I've heard its application is it connects to servers at the ISP/provider that help increase line performance, I am not sure if this is "hype" or fact. Personally, I wouldn't see the sense in such a design.
