I would recommend Ubuntu or Debian. Despite what people are saying, I
think that the level of Linux expertise is deep enough that almost any
distro would have some way of being supported by the local community.
What I would advise you to do is:
a) Choose your distro based on being optimized for remote administration
and easy maintainability.
b) Script common tasks so that they can be done from a web browser by
the cafe staff. More than this, I think you are asking for trouble.
c) Contract with a local Linux guru to provide support on an hourly
basis so that emergencies and tasks that cannot be done by cafe staff
can be taken care of.
d) Where there is a problem preventing remote administration, the local
guru should be in the same town so that he/she can at least drive over
to fix it.
e) Forget about training the cafe staff. You can give them a limited
user interface so they can use the GUI and start to learn Linux but if
they want to do more, let them install on their own box. Keep them away
from the working system and it will keep working.
