Badru, point of correction, illiteracy does not mean that one does not know what they want. An illiterate wants food, clothing, security, good roads, etc just like a non illiterate. Now, unless you are trying to say that Uganda is filled with lumpens (which I dont want to believe), the reality is that these guys make decisions based on what guidance they get. We the so called "literate/visionary/we know what is good for society" have failed these illiterates for a long time. On acquiring knowledge, we shun the villages and hole our selves up in the comfort of the urban areas and spend nites theorising about the economy and politico-social progress in bars, hotel workshops and other elitist gatherings. In the process we give room to mediocres to go ahead and confuse the masses in the pretext of civil education. Of course what do you expect thereafter?
