You may want to look at wiki software that can be installed easily and even run on user's machines as a local application. I used SnipSnap [http://snipsnap.org] before and it worked well for that.

I think the most difficult part for people to get used to is that they have to write in *syntax* not just 'write' and 'markup' like in a word processor.
