Already thought of that, but boot.local is for items that 
you need loaded right after booting, but before entering 
the first (default) run level. This is usually ideal for 
modules/drivers.

A temporary solution was to write a script that starts 
the services I want in the order I want them, and place 
that under ../../rc3.d. It doesn't really matter when 
this is run, as long as my services start in the order I 
need them to. 

Fortunately, they aren't dependent on when other services 
(except themselves) start.

Interestingly, I don't have this problem on my laptop, 
which was upgraded from 9.2, but the server that's 
suffering witnessed a clean install of 9.3.
