IMO, the problem is really about money.  The UN lacks
the resources and
focus to create a large infratructure like the
Internet, but still wants to
control it.  On the other hand the US government
invested hundreds of
billions of dollars developing the Internet and is not
about to let anyone
else run it for obvious reasons.
