There is something called Windows Server Update Services for that purpose.........and it is free.

I would like to hear from other members on this list on
how they are managing bandwidth used up by antivirus
and windows updates (internet cafes, schools?).

Can't say I've heard of Windows Update being localized. In
all instances, it might be necessary to update off the M$
web server.

IIRC, M$ also issue what they call off-line copies of the
updated software, so that admins can download this onto a
local box and distribute the update at their will.
